Right 2 Dream Too, also known as R2D2, is a self-managed homeless encampment located in Portland, Oregon, USA. It was established in the Old Town Chinatown neighborhood in October 2011 and was incorporated as a non-profit organization in December 2019.
Establishment
The initial encampment was set up on private property in Old Town Chinatown at Northwest 4th Avenue and West Burnside Street with the permission of the property owner. However, it was not authorized by the city. Right 2 Survive, the encampment's parent group and founder, organized an overnight shelter run by other homeless individuals.
Operations
The R2D2 encampment operates without necessary permits and has been issued fines for doing so. There is a general area and a member area. Full-time lodging and tiny homes are exclusive to member benefit, with membership restricted and subject to approval processes. Non-members sleep on the floor and are limited to 12 hours of occupancy per 24-hour period.
Security
The encampment is self-managed and features a 24-hour security desk staffed by residents at its entrance. Monetary contributions are not required, but contributions towards the operation of the encampment are expected.
Locations
The original location of Right 2 Dream Too was at the corner of NW 4th Avenue and Burnside Street in Old Town Chinatown, where it remained until July 2017. The city and business leaders opposed the proposed move to a city-owned parking lot in the Pearl District and other locations. In 2017, the city agreed to allow the encampment to move to a land owned by the Portland Bureau of Transportation, staying for up to two years.
